PERMAS UKM ditubuhkan pada tahun 1974, lewat empat tahun penubuhan Universiti Kebangsaan Malaysia. Atas kesedaran yang timbul, beberapa orang mahasiswa Selangor yang prihatin terhadap soal kebajikan mahasiswa Selangor di UKM mula menggerakkan persatuan ini secara berperingkat.

Kemudian pada tahun 2000, persatuan ini didaftarkan sekali lagi berdasarkan kelulusan penubuhan Badan Pelajar di bawah Akta Universiti & Kolej Universiti, seksyen 53 (1) Perlembagaan Universiti (pindaan 1998). Pejabat Urusan PERMAS terletak di Paras 3, Bangunan Pusanika, Universiti Kebangsaan Malaysia, 43600 Bangi, Selangor Darul Ehsan.
